The School Board claimed a Federal Consent Decree on race as the reason for rezoning that became effective in August, 2005. It was the most damaging rezoning in Seminole history.

In the SPAR report, the "October Membership" section provides student demographics that includes racial data. These data show Seminole's high school rezoning failed to change the percentage of Black students in its schools. The data are presented clearly in Seminole's Rezoning Dashboard.
